It’s part of a new approach in some mountain towns with reputations as merciless speed traps that prey on skiers, hikers and campers to fatten the town coffers.

Such towns have no bypasses. Drivers who were flying past wide-open alpine landscapes at 65 mph must slow to 25 or 30, though the speed limits are well-marked.
